AFIS-MVD Project

Since 2009 to the present day, our company has been a key executive of the National Project «Creation of an Integrated AFIS for Law Enforcement – AFIS-MVD».

As a result, more than 100,000 crimes are solved annually by fingerprints with the help of the AFIS-MVD.

One of the goals of the project is to widely introduce the technology of electronic fingerprinting and express identity checks into the practice of police units.

The technology of electronic fingerprinting PAPILLON LIVE SCANNER was created and patented in 1992 and developed in parallel with the evolution of the PAPILLON AFIS. The technology of remote express ID checks against AFIS databases in real time mode (PAPILLON FILTER) was created in 2001. This technology made it possible to establish or confirm the identity of a person by checking his fingerprints acquired with a live-scan device and transmitted via fixed or cellular communication channels against the AFIS database of tenprint records.

With the advent of PAPILLON-8 AFIS, the technology of express ID checks was supplemented with the automatic instant matching of live-scan fingerprints against the arrays of unsolved latent prints. The positive result of this check makes it possible to identify persons involved in previously committed crimes, but avoided deserved punishment.

The express ID check technology was first successfully applied in 2005.

The first mobile AFIS stations in Russia, also developed by PAPILLON on the basis of portable computers and cellular communication, appeared in 2001.

 

Within the framework of the AFIS-MVD project:

  1. A central site of the Federal AFIS-MVD has been created, combining collections of tenprint cards of the AFIS-MIC and AFIS-FO and those of latent finger and palm prints in the Forensic Science Center (FSC) of the Russian Ministry of Interior. The site provides automatic checks of all incoming tenprint cards and all latents from scenes of serious and especially serious crimes. The workstations of the central site are located in the MIAC, FSC and the Interpol’s National Central Bureau at the Russian Ministry of Interior.
  2. Special computational circuits for express ID checks have been created as part of the central site of the AFIS-MVD, 10 interregional and 70 regional AFISs. These systems carry out automatic processing of requests for instant identification received from peripheral stations of express ID checks.
  3. A network of peripheral stations for electronic fingerprinting and express ID checks based on PAPILLON MDS 40 has been created and a number of local AFIS stations has been increased.

The design capacity of the central AFIS-MVD database is 80 million tenprint cards, 800 thousand latent fingerprints, and 200 thousand latent palmprints.

The AFIS-MVD project is being deployed on a step-by-step basis. To date, the computing power of various AFIS systems is 65-80% of the target parameters. The work has been fully completed in three regions of the Southern Federal District.

There are more than 1,600 territorial AFISs and about 1,200 MDS-40 stations operating in all regions of Russia. Full implementation of the AFIS-MVD project requires the installation of more than 200 and 1,500 stations, respectively.

During the implementation of the AFIS-MVD project, our company has released a new version of the AFIS – PAPILLON-8, which significantly increases the efficiency of AFIS complexes both due to the maximum automation of data entry into databases, and due to a significant acceleration of express ID checks. In 2011, PAPILLON-8 underwent trial operation at the regional and federal levels, after which it was decided to update the software of all AFISs in use.
