Background and Objectives
Crowded public areas have always been the main targets for terror attacks. From this point of view, airports and railway stations are the most vulnerable places. After a series of timely suppressed terrorist attacks, the President of the Russian Federation demanded to increase the security of the country’s air harbors.
Tasks:
- To create a database of finger and palm prints of employees and contractors of the airport to conduct internal inspections and investigations
- To transmit information to the Russian Ministry of Internal Affairs in the PAPILLON AFIS format
- To provide autonomous operation and integration with the internal system of business collaboration and personal information management
Tasks Completed:
As part of the project, supplied to the airport are:
- PAPILLON AFIS Multibiometric Identification System
- FILTER Multibiometric Express ID System
- Multibiometric Enrollment Desktop Station
- FOSKO Evidential Photography Mobile Kit

Results and Effect
The introduction of PAPILLON AFIS has allowed large businesses to:
- conduct activities in compliance with the legislative requirements to objects of sensitive infrastructure
- minimize costs for exchanging information with the Ministry of Internal Affairs
- avoid fines for failure to submit data on employees and contractors to the Ministry of Internal Affairs
The implementation of AFIS enables the airport security service to conduct its own investigations of incidents and to solve cases through express identification of latents using LATOP and FOSKO.
This solution can be applied in any places where it is necessary to promptly identify potentially dangerous persons, to prevent crimes and terrorist attacks:
- Airports
- Railway stations
- Sea and river ports
- Exhibitions and shopping malls
- Nuclear and defense industries
